Can I Get PR in Australia Without IELTS?
IELTS is not compulsory for Australian PR. You can use PTE Academic, TOEFL iBT, OET (for health professionals), Cambridge C1 Advanced, CELPIP, MET or LanguageCert Academic instead. Some applicants — particularly passport holders from the UK, USA, Canada, New Zealand and Ireland — are fully exempt from taking any English test at all.
Is IELTS Compulsory for Australian PR?
No. The Australian government does not require IELTS specifically. What it does require is proof of English language proficiency to a certain level — but how you prove that proficiency is flexible.
The DHA accepts a range of approved English tests for all major visa categories including skilled migration visas (Subclass 189, 190, 491), employer-sponsored visas (Subclass 186, 482) and partner visas. IELTS is simply the most well-known option — it is far from the only one.
From 7 August 2025, the DHA updated its English language test rules. The list of accepted tests was expanded and all tests must now be taken at secure in-person test centres. Online or remote-proctored versions are no longer accepted for Australian visa purposes.
What English Tests Are Accepted for Australian PR Instead of IELTS?
As of August 2025, the Department of Home Affairs accepts the following English language tests for Australian visa and PR applications. All must be completed at an approved in-person testing centre.
English Test | Notes |
IELTS (Academic & General Training) | Most widely recognised. One Skill Retake allowed. |
PTE Academic | Computer-based. Fast results (48 hrs). Popular with skilled migrants. |
TOEFL iBT | Must select “Taking TOEFL for Australia” when registering. |
OET (Occupational English Test) | Designed for healthcare professionals. Accepted for health occupations. |
Cambridge C1 Advanced (CAE) | No longer accepted for Vocational English from Aug 2025. |
CELPIP General | Scores of 7 per component for Competent English. |
LanguageCert Academic | Newly added to the approved list from Aug 2025. |
MET (Michigan English Test) | Single Section Retake now allowed. |
Who Is Exempt From the English Test Requirement Entirely?
Certain applicants can establish English proficiency without sitting any test at all. This is one of the most useful exemptions in the Australian immigration system and applies to a wider group of people than most realise.
Passport Holders from Designated English-Speaking Countries
If you hold a valid passport from one of the following five countries, you are automatically deemed to meet the Competent English requirement for most skilled and employer-sponsored visas — no test required:
- United Kingdom
- United States of America
- Canada
- New Zealand
- Republic of Ireland
This exemption applies to the base Competent English threshold. If you want to claim extra points for Proficient or Superior English, you will still need to sit a test because the points-claiming process requires documented test scores.
High-Income Earners on Employer-Sponsored Visas
For the Skills in Demand visa (Subclass 482), applicants earning AUD 96,400 or more annually may be exempt from the English test requirement. This threshold applies to the employer-sponsored skilled pathway and is particularly relevant for senior professionals and specialists.
Partner and Family Visas
Partner visa applicants (Subclass 820 and 309) are not required to prove English at the temporary stage. At the permanent stage (Subclass 801 and 100), functional English is required — but this is one of the lowest levels of proficiency in the Australian system and can be met through various means including study history, not just a formal test.
Is PTE Better Than IELTS for Australian PR?
The honest answer is that both tests are equally accepted and carry the same point value for every English level. The choice comes down to your personal strengths.
PTE Academic is fully computer-based with AI-powered scoring. Results arrive in as little as 48 hours. Many applicants find the format more predictable than IELTS and the precise numerical scoring helps you identify exactly which component needs improvement. PTE is especially popular among applicants who want to track their progress toward Superior English for those 20 points.
IELTS comes in Academic and General Training formats. IELTS Academic is required for professional skills assessments in many occupations (medicine, engineering, accounting). IELTS score thresholds have not changed with the August 2025 update — 6.0 per band for Competent, 7.0 for Proficient, 8.0 for Superior — giving it a consistency advantage.
What Are the August 2025 English Test Rule Changes You Need to Know?
From 7 August 2025, the DHA introduced a number of changes to the English testing rules for Australian visa purposes. These are the key updates relevant to PR applicants:
- Online tests no longer accepted: Any English test taken online, including IELTS Online, TOEFL Home Edition and PTE Academic Online, is not valid for visa purposes. All tests must be taken at a secure in-person test centre.
- Expanded test list: CELPIP General and LanguageCert Academic were added to the approved list. MET now allows a Single Section Retake.
- New PTE component minimums: PTE Academic now uses specific per-component score thresholds for each proficiency level rather than overall averages. Applicants who scored under the old system may find their effective level has changed.
- IELTS thresholds unchanged: IELTS Academic and General Training requirements remain at 6.0, 7.0 and 8.0 per band for Competent, Proficient and Superior English respectively.
- Pre-August 2025 scores still valid: Test results from tests taken at a secure centre on or before 6 August 2025 can be used until 6 August 2028, subject to the visa subclass you apply for.
If you are holding an existing PTE score from before August 2025, it is worth checking each component individually against the new thresholds before relying on it for your EOI submission.
FAQ
Yes. PTE Academic is fully accepted by the DHA for all skilled migration visa categories including Subclass 189, 190 and 491. The score thresholds were updated in August 2025 to per-component minimums, so check the current requirements for each proficiency level before applying.
Yes. Passport holders from the UK, USA, Canada, New Zealand and Ireland are automatically deemed to have Competent English for most skilled and employer-sponsored visas and do not need to sit any test. High-income earners on Subclass 482 earning AUD 96,400 or more per year may also be exempt.
There is no official ranking of difficulty. Many applicants find PTE more predictable due to AI-based scoring and fast turnaround. OET is considered highly suitable for healthcare professionals. IELTS has unchanged scoring thresholds and broader recognition for skills assessments. The best test is the one that aligns with your strengths and occupation requirements.
Yes. OET (Occupational English Test) is accepted for Australian visa applications. It is especially useful for healthcare professionals because the same result counts toward both your visa application and AHPRA professional registration.
English test results are generally valid for 3 years from the date the test was taken. For tests taken on or before 6 August 2025, results can be used for visa purposes until 6 August 2028, depending on the visa subclass.
Not necessarily for the visa itself if you qualify under an exemption. However, for skilled migration visas, applicants from non-exempt countries are generally required to provide test scores to both meet the eligibility threshold and earn English proficiency points. Prior English-medium education can help with skills assessments but does not typically replace the DHA English test requirement for skilled PR.
Yes. After completing your first year in Australia you can apply for a second year visa by completing 88 days or six months of specified work in a regional area of Australia during your first visa period. A third year is available under similar conditions. If you are applying for a second or third 462 holiday visa you do not need to go through the ballot process again. The ballot only applies to your very first application.
